Orange County requires a permit for a water heater.
Orange County lists plumbing systems among the work requiring a permit in unincorporated territory and publishes a distinct storage-type water heater fee, which confirms a replacement is permit work. Unlike San Diego County there is no published exemption for a like-for-like swap by a licensed plumbing contractor. A tank-to-tankless conversion normally adds gas line and electrical or mechanical work that carries its own permits and fees on top.
