When a permit is not required

Oxnard's building division handout "When Building Permits Are Not Required" carves out only minor cosmetic and repair work: painting, papering, tiling and carpeting; cabinets, countertops and other built-in furniture; interior drywall patching where the patched area is not greater than 50 square feet. Anything beyond that scope -- new structures, additions, structural alteration -- needs a permit. Note that Oxnard's list is locally trimmed relative to the generic CBC/CRC 105.2 list, so do not assume the state model exemptions apply here.
