When a permit is not required

Oxnard is stricter than the state model. Retaining walls less than 3 feet 6 inches in height, measured from the bottom of the footing, are exempt unless the wall supports a surcharge -- versus the 4-foot threshold in CBC/CRC 105.2. Any wall at or above 3 feet 6 inches, or any wall of any height carrying a surcharge such as a slope, driveway or adjacent structure load, requires a permit.
