Oxnard follows the standard state threshold here: a single one-story detached accessory structure used as a tool or light storage shed, playhouse or similar use is exempt from a building permit provided the floor area is not greater than 120 square feet. Note the word 'single' -- the exemption is written for one such structure, and zoning setback and lot-coverage rules still apply even when no building permit is needed.
