When a permit is not required

Oxnard amends the state threshold downward. Wood, chain link, vinyl and wrought iron fences not over 6 feet high are exempt from a building permit -- not the 7 feet allowed by CBC/CRC 105.2. Masonry and concrete block walls are treated separately and more strictly: block walls less than 3 feet 6 inches high, measured from the bottom of the footing, are exempt. So a 6-foot block wall needs a permit in Oxnard even though a 6-foot wood fence does not.
