Oxnard's published permit-exempt handout does not enumerate electrical exemptions, so the state model in CEC/CBC 105.2 controls: like-for-like replacement of receptacles, switches and lamps, repair or replacement of a fixed motor or appliance of the same type and rating in the same location, temporary decorative lighting, and low-voltage systems operating under 25 volts. New circuits, service or panel changes, and rewiring all require a permit.
