Do you need a permit?

Port St. Lucie requires a permit for a retaining wall.

When a permit is not required

Two provisions added by Chapter 2026-63, Laws of Florida (CS/CS/HB 803, 2026 Regular Session) reach retaining walls as of July 1, 2026. Under Florida Statutes Section 553.79(1)(i) a local government has to allow a retaining wall running across more than one lot to be permitted as a single project where the properties are single-family, two-family or townhouse, rather than requiring a permit lot by lot. Section 553.79(1)(g) is the separate exemption for work under $7,500, which excludes structural work and any property wholly or partly inside a flood hazard area. Port St. Lucie has not published how it implements either provision, so an owner planning a shared wall should ask the Building Department how to file it as one project.
