Do you need a permit?
Tampa requires a permit for general building work.
Tampa Code Section 5-105.2 lists work exempt from permits. Floor covering such as carpet, vinyl, and tile, painting, wallpapering, cabinetwork, furnishings, decorations, shelving, and gutters do not require a building permit regardless of the cost of the work. Emergency repairs may be made without prior permit, with an application submitted the next working business day. Minor repairs may be made with the prior approval of the building official. On top of the Section 5-105.2 list, a statewide exemption has applied since July 1, 2026. Chapter 2026-63, Laws of Florida wrote Fla. Stat. 553.79(1)(g), which requires Tampa and every other permit-issuing local government to excuse the owner of a single-family dwelling, or a contractor working for that owner, from the building permit where the work at the property is worth under $7,500. The exemption is not automatic. A written request goes to the local enforcement agency accompanied by the contract or other documentation of what the work involves and what it is worth. Excluded no matter the price are electrical, plumbing, structural, mechanical and gas work, and excluded entirely is any property lying wholly or partly within a flood hazard area as the Florida Building Code defines that term. A project may not be subdivided to fit under the number, and the statute relieves the local government of any legal duty to the owner, the contractor or later owners for work done this way. Tampa has not published a request form, an intake path in Accela or a decision timeline for this exemption, so only the statutory minimum can be described and Construction Services should be asked how it is handling the requests.
