Do you need a permit?
Tampa requires a permit for a water heater.
Tampa Code Section 5-105.2 exempts plumbing work such as repair of leaks, unstopping sewers and waste pipes, repairing faucets or valves, and clearing stoppages or repairing leaks that do not require replacement of a fixture. Mechanical exemptions include replacement of any part that does not alter the approval of the equipment or make it unsafe. None of this is altered by the statewide $7,500 residential permit exemption in Fla. Stat. 553.79(1)(g), effective July 1, 2026, which withholds the exemption from gas, plumbing, electrical and mechanical work at any project value. A water heater replacement in Tampa is permitted as a plumbing or mechanical trade permit and stays that way.
