Tampa requires a permit for a shed.
Under Tampa Code Section 5-105.2, a detached single-story accessory building, whether a tool shed, a storage shed, a playhouse or something comparable, is exempt so long as its floor area stays at 120 square feet or under. Setbacks still have to be observed.
