Do you need a permit?
Austin requires a permit for a retaining wall.
Austin's Work Exempt from Building Permits page puts retaining walls of 4 feet or less — sized from the footing base up to the wall's highest point — outside the permit requirement. Two things cancel that: a surcharge behind the wall, or a site inside a flood hazard area.
