Do you need a permit?
Herriman requires a permit for a retaining wall.
A permit is required for a rock/masonry wall with 4 feet or more of unbalanced fill, whether built of rock, brick, block, masonry, concrete, railroad ties or similar. A permit is also required for a wall under 4 feet tall if it is holding a surcharge. Any structure or other item within the 45-degree plane of a rock wall creates a surcharge, and any wall holding a surcharge requires engineering regardless of height. Rock walls cannot be built in the front utility easement, and rock/masonry walls are required where slopes exceed 2:1.
