Santa Clarita requires a permit for a water heater.
Santa Clarita Building Code Section 105.2.3 exempts replacement of any faucet, sink, water closet, shower head or similar plumbing fixture with a fixture of like type, but a water heater is not on that list and Santa Clarita treats a water heater changeout as permitted work, offering it as a dedicated instant online permit. Section 105.2 also states that unless otherwise exempted, separate plumbing permits are required even for work exempted from a building permit.
