Do you need a permit?
North Las Vegas requires a permit for a deck.
Section 15.72.140.D.7 covers platforms, walkways and driveways: no building permit is required where they rise 30 inches or less above the ground, have nothing like a basement or an occupied story underneath them, and are not serving as an accessible route. The waiver reaches the building permit alone, so plumbing, electrical and mechanical permits are still required for the same work unless separately exempted.
