Garland requires an electrical permit for electrical repairs, meter base upgrades and solar installations. The city publishes no dollar or scope exemption for these; instead the flexibility is in who may pull the permit. A homeowner may pull the permit and do the work themselves via a Homeowner's Affidavit only if they own the home, live in the home (proven by a driver's license showing the permit address) and hold a homestead exemption on it through the Dallas Central Appraisal District, which the city verifies. Rental properties and owners who cannot meet those tests must use a registered licensed electrician.
