Do you need a permit?
Garland requires a permit for a retaining wall.
A permit is required when any portion of the retaining wall reaches or exceeds four feet in height, or when the wall holds a surcharge, regardless of height. Garland defines surcharge broadly as any load on the wall beyond the retained soil itself: nearby buildings or garages, vehicles parked or driving near the wall, additional soil or fill placed above the retained level, or live loads such as people and equipment. Walls under four feet with no surcharge do not need a permit.
