Do you need a permit?
Garland requires a permit for a water heater.
Garland publishes no exemption for water heater replacement; an inspection of all completed work is required and an adult over 18 must be present for that inspection. As with electrical, the flexibility is in who may pull the permit: a homeowner who owns, lives in and holds a DCAD homestead exemption on the property may pull a Homeowner's Affidavit and do the work themselves. On rental properties, or where the owner cannot produce those documents, a state-licensed master plumber registered with the City of Garland must pull the permit and do the work, with no exceptions.
