Garland requires a permit for a re-roof.
Garland requires a roofing permit only when the value of the roof repair is $2,000 or greater; repairs valued below that threshold do not need a permit. Separate from the permit trigger, the city applies the IRC two-layer limit on shingles: a third layer is not allowed, so the existing layers must be torn off. Changing roof pitch or roofing material requires a permit and additional documentation, and metal roofing must be 26 gauge or better.
