Do you need a permit?
Tarrant County does not require a permit for general building work.
Tarrant County issues no building permit for houses in its unincorporated area: the county's development guidelines state that 'Tarrant County does not issue Building Permits or Certificates of Occupancy for residential homes' and that the county has no zoning authority. Under Texas Local Government Code Sec. 233.153(d) a county may not require prior approval before new residential construction begins, and Sec. 233.153(f) bars any county fee. What does apply in unincorporated Tarrant County is the state residential-standards scheme the Commissioners Court adopted by Court Order 1061259 under Loc. Gov't Code ch. 233 subch. F: a builder of a new single-family house or duplex, or of an addition that increases square footage or value by more than 50 percent, must notify the county before construction and obtain three third-party inspections; builders constructing a home for their own occupancy are excluded, as are multifamily, manufactured and modular structures. The county Fire Code construction permit reaches only commercial establishments, public buildings and multifamily dwellings of four or more units - not one- and two-family homes. Work in a FEMA-mapped floodplain separately requires a county Floodplain Permit. Incorporated cities and, in some cases, their ETJs run their own building permitting - confirm the address is truly unincorporated first.
