Do you need a permit?
Tarrant County does not require a permit for a retaining wall.
No county building permit applies to a residential retaining wall in unincorporated Tarrant County - the county issues no residential building permits and enforces no zoning. A retaining wall can still trigger the county's land-development controls: all work within a FEMA-designated floodplain requires a county Floodplain Permit, granted only where the work will not reduce flood-carrying capacity or adversely affect adjacent properties; a wall or grading within county road right-of-way requires a right-of-way/encroachment permit from Transportation Services; and land-disturbing sites over one acre fall under TCEQ stormwater permitting with notification to the county. Outside those situations no county approval attaches. Incorporated cities regulate retaining walls under their own engineering and permit requirements inside their boundaries.
