Do you need a permit?

Tarrant County does not require a permit for a water heater.

When a permit is not required

No county plumbing permit exists in unincorporated Tarrant County, so a water heater replacement involves no county application or inspection. The county issues no residential building permits and its published approvals for unincorporated development include no plumbing or mechanical permits. The control on this work is state licensing: plumbing must be performed under a license issued by the Texas State Board of Plumbing Examiners under Occupations Code ch. 1301. Where the home is on a septic system, work that alters, extends or repairs the on-site sewage facility itself requires a county OSSF permit; swapping a water heater does not touch the OSSF. Cities in Tarrant County issue their own plumbing permits for water heaters inside their limits.
