811.1Description.

This work consists of providing traffic control flaggers.

811.2Materials.

Not applicable.

811.3Construction.

A.Provide certified flaggers meeting the requirements of the DE MUTCD.

B.Flagger stations during nighttime operations are to be illuminated with a light plant capable of

producing no less than 5-foot-candles, located within 15-feet of the flagger station vertically and horizontally, and does not produce visual distraction to the approaching motorist.

C.Flaggers must wear high-visibility safety apparel that meets the Performance Class 3 requirements

per the DE MUTCD.

D.Flagger must be certified in accordance with the Acceptable Flagger Certification and provide the

certification and photo identification at all times that will be made available at the request of the engineer.

811.4Method of Measurement.

The Department will measure flaggers as the number of hours flaggers were flagging traffic.

811.5Basis of Payment.

A.The Department will pay the accepted quantities for flaggers at the contract unit price per hour

for each flagger. Price and payment constitute full compensation for:

1.Flagging personnel;

2.flagging equipment;

3.retroreflectorized clothing;

4.approved communication devices; and

5.flagging certification.

B.The Department will pay for portable light assemblies for flagger stations in accordance with
