1704 RESTORATION OF SURFACE OPENED BY PERMIT The Department may issue permits to individuals, firms, public utilities, or corporations wanting a surface opening, trench, or boring in the Highway. The Contractor shall only allow parties with valid permits to make openings in the Highway, as authorized by the Department.
