401.22 Method of Measurement The Department will measure Hot M ix Asphalt
Pavement by the ton in accordance with Section 108.1 - Measurem ent of Quantities for Payment.
401.23 Basis of Payment The Depar tment will pay for the work, in place and accepted, in
accordance with the applicable sections of this Section, for ea ch type of HMA specified. The Department will pay for t he work specified in Section 401.1 2, for the HMA used, except that cleaning objectionable material from the pavement a nd furnishing and applying bituminous material to joints and contact surfaces is incidenta l. Payment for this work under the appropriate pay items shall be full compensation for all la bor, equipment, materials, and incidentals necessary to meet all related contract requirements , including design of the JMF, implementation of the QCP, obtaining core samples, transporting cores and samples, filling core holes, applying emulsified asphalt to joints, and providin g testing facilities and equipment. The Department will make a pay adjustment for qualit y as specified in Section

401.24 Proce ss for Dispute Resolution (Methods A, B, & C only) At the time of Hot-
Mix Asphalt sampling, the Department will obtain a split sample of each Acceptance test random sample for possible dispute resolution testing. The Con tractor shall also obtain a split sample of the HMA at this same time. If the Contractor wi shes to retain the option of requesting dispute testing of the initial Acceptance sample, th e Contractor will test their split of the Acceptance sample and shall report their results to the Resident, with a copy to Contractor.mainedot@maine .gov by 7:00 AM, on the second working day from time of QA sampling, otherwise dispute resolution will not be initiated. The Department’s dispute resolution split sample will be properly labeled and stored for a period of at least two weeks after it has been reported, or until the sample is tested. The properties eligible for dispute and the respective variances are shown in Table 14. The Contractor may dispute the Department’s Acceptance results and request that the dispute resolution split sample be tested by notifying the Depa rtment’s Resident and QA 4-25 Engineer in writing within two w orking days after the results o f the Acceptance test are reported. The following shall be provided in the request: Acceptance sample reference number The specific test result(s) or property(ies) being disputed, an d The complete, signed report of the Contractor’s testing (In a l ab certified by the NETTCP and MaineDOT) of their split of the Acceptance sample in dicating that the variances in Table 14 for the specific test result(s) or proper ty(ies) were exceeded. If the value reported for the dispute resolu tion falls precisely half-way between the other two values the value reported for the dispute resolution will replace the original acceptance value. Otherwise, the value reported for th e dispute resolution sample will replace the value reported for the initial Acceptance samp le and will be used to re- calculate any other affected results or properties. SECTION 402 - PAVEMENT SMOOTHNESS
402.00 Smoothness Projects Projects to have their pavement sm oothness analyzed in
accordance with this Specification will be so noted in Special Provision 403 - Hot Mix Asphalt Pavement. 4-26
402.01 Pavement Smoothness The final pavement surface shall be evaluated for
smoothness using a Class I or Class II profiler as defined by A STM E950 (94). Smoothness measurements will be expressed in terms of the International Ro ughness Index (IRI) as defined by the World Bank, in units of inches/mile.
402.02 Lot Size Lot size for smoothness will be 3000 lane-feet . A sublot will consist of
50 lane-feet. Partial lots will be included in the previous lo t if less than one-half the size of a normal lot. If equal to or greater than one-half the normal l ot size, it will be tested as a separate lot.
402.03 Acceptance Testing The Department will conduct Acceptan ce testing following
completion of the surface course. Sections to be excluded from testing include the following: Bridge decks and joints (no smoothness measurements will be tak en within 100 ft of bridge joints) Acceleration and deceleration lanes Shoulders and ramps Side streets and roads Within 100 ft of transverse joints at the beginning and end of the project Within 100 ft of railroad crossings Urban areas with speed limits of 30 mph or lower Each lot shall have 2 measurements made in each wheel path. The average of the 4 measurements will determine the smoothness for that lot. The sm oothness measurements will be statistically evaluated for pay factors as described in Subsection 106.7 - Quality Level Analysis, using the specification limits shown below.
