627TEMPORARY BARRIER

627.1DESCRIPTION—This work is the furnishing, placing, maintaining, and removing of temporary barrier

or glare screen, as indicated, for maintenance and protection of traffic during construction.

627.2MATERIAL—

• Precast Concrete Barrier or Glare Screen —Fabricate barrier as shown on the Standard Drawings or as listed in Bulletin 15 , as specified in Section 714, and according to Publications 213 and 13M, Chapter 12. Barrier must be crashworthy according to the 2016 AASHTO Manual for Assessing Safety Hardware (MASH). Proprietary Products must have either an FHWA eligibility letter or determination by an accredited testing laboratory stating that the product has passed all critical tests. Temporary barrier manufactured on or before December 31, 2019, and successfully tested according to NCHRP 350 or the 2009 edition of MASH, may continue to be used on or before December 31, 2026. Temporary barrier used after December 31, 2026 must be crashworthy according to MASH 2016.

• Steel Barrier. As listed in Bulletin 15 and crashworthy according to MASH 2016 with either an FHWA eligibility letter or determination by an accredited testing laboratory stating that the product has passed all critical tests. Temporary barrier manufactured on or before December 31, 2019, and successfully tested according to NCHRP 350 or the 2009 edition of MASH, may continue to be used throughout their normal service lives.

• Water Filled Barrier. As listed in Bulletin 15 and crashworthy according to MASH 2016 with either an FHWA eligibility letter or determination by an accredited testing laboratory stating that the product has passed all critical tests . Temporary barrier manufactured on or before December 31, 2019, and successfully tested according to NCHRP 350 or the 2009 edition of MASH, may continue to be used throughout their normal service lives.

• Warning Lights. 67 PA Code, Chapter 213 and from a manufacturer listed in Section 901.2 of Bulletin 15.

• Barrier Mount Delineation Devices. Section 937.2(a)

• Waterborne Pavement Markings. Section 962

627.3CONSTRUCTION—

for temporary concrete barrier according to Publication 213, Appendix C. Replace or repair structural components of steel barrier or water filled barrier that do not conform to the manufacturer’s drawings, instructions, and recommendations. Provide the manufacturer’s drawings, instructions, and recommendations to the Representative before installation that identify the structural components of the barrier. Clean and remove conflicting pavement markings. Paint continuous white or yellow 6-inch wide pavement marking on the barrier as shown on the Standard Drawings. Water blast the temporary barrier with a minimum of 3,000 pounds per square inch before painting. Place clean barriers on a stable base. Then, properly join and align the barriers at the required locations. If indicated, bury approach blunt ends of the temporary barrier into an existing backslope 3:1 or steeper Install top and side delineators as shown on the Standard Drawings. Install warning lights as directed and according to the manufacturer's recommendations. Maintain alignment, anchors, delineation, warning lights,

and condition of the barriers as directed, for the duration of the project. Remove the barriers from the project upon project completion, or when directed. Immediately replace or repair barriers showing signs of damage that would hinder its performance according to Publication 213 and as determined by the Representative. If the pavement is cracked or damaged by installation or removal procedures, submit a repair procedure using approved materials for review. Do not begin repairs until the submittal is accepted. Upon removal of the temporary barrier, remove all anchors, repair all anchor holes, and repair damage to the pavement in a manner approved by the Representative utilizing approved materials at no additional cost to the Department.

627.4MEASUREMENT AND PAYMENT—

Delineation as specified in Section 937 is incidental.
