453 SECTION 812 — CERTIFIED TRAFFIC CONTROL SUPERVISOR
812.1Description.
This work consists of providing a certified traffic control supervisor.
812.2Materials.
Not applicable.
812.3Construction.
A.Provide a certified traffic control supervisor for the term of the project in accordance with the
general notes in the contract.
B.The Department will accept certifications for traffic control supervisors from the ATSSA .
C.Submit a copy of the traffic control supervisor’s certification at the pre -construction meeting.
D.Ensure that the traffic control supervisor checks in and checks out daily with the engineer before
beginning and ending traffic control supervisor duties.
E.The traffic control supervisor is responsible for traffic and temporary traffic control device
maintenance throughout the project duration and location. The traffic control supervisor’s duties are:
a.Supervising placement, removal, operations, and maintenance of temporary traffic control
devices and work zone setups.
b.Preparing a Daily Log to record traffic control maintenance including the number and location
of temporary traffic control devices, placement times, changes, and repairs.
c.Supervising the temporary traffic control zone daily, including detour route inspection,
deficiency documentation, and defining corrective actions to address deficiencies.
d.Serving as the liaison with the engineer concerning the temporary traffic control devices and
traffic maintenance.
e.Having no other responsibilities other than what is outlined in this section.
F.If construction methods require temporary traffic control to extend beyond a single working shift
within a one-day period on the same project, provide a second traffic control supervisor to relieve the original traffic control supervisor , at the discretion of the engineer .
G.Traffic control supervisors shall only serve 1 project.
812.4Method of Measurement.
The Department will not measure the quantity of certified traffic control supervisors.
812.5Basis of Payment.
The Department will pay for the certified traffic control supervisor in accordance with Section 801. TEMPORARY BARRICADES SECTION 813
454 SECTION 813 — TEMPORARY BARRICADES
813.1Description.
This work consists of providing, placing, relocating, maintaining, and removing temporary barricades.
813.2Materials.
A.Temporary barricades, Type III in accordance with the DE MUTCD .
B.Temporary barricades, Type II in accordance with the DE MUTCD .
C.Crashworthy barricades in accordance with the latest version of MASH and Section 801.2.
813.3Construction.
A.Type III Temporary Barricades .
1.Use barricade rails in accordance with the DE MUTCD and with a minimum rail length of 6 -feet
without signs and 10 -feet with signs installed on the barricade. A minimum rail length of 4 -feet is required for barricades used for a sidewalk closure.
2.Install Type III barricades for road closures, diversion points, or sidewalk closures in accordance
with the DE MUTCD , and the contract. Place barricades for:
a.Road closures so the barricades cover the entire width of the roadway from edge -of-
pavement to edge -of-pavement.
b.Diversion points to the far right of the travel lane. Place the barricade in the shoulder if a
shoulder exists. Place the barricade at the edge of the roadway if no shoulder exists.
c.Sidewalk closures so the barricades cover the entire width of sidewalk from edge -of- sidewalk
to edge -of-sidewalk.
3.Support barricades with approved ballast on at least 2 corners of the barricade base.
4.Mount signs on barricades in accordance with the contract or the DE MUTCD . Mount signs at
least 12 -inches above the ground or surface.
5.Replace barricades within 24 -hours after notification of damage or when the barricades no
longer meet the “marginal” criteria of the ATSSA quality guidelines brochure in accordance with
B.Type II Temporary Barricades.
1.Use barricade rails in accordance with the DE MUTCD and with a minimum rail length of 2 -feet.
2.When used for pedestrian channelization, the rails must be continuous and mounted in
accordance with ADA in order to provide for a cane detectable bottom rail and a top hand rail.
2.Install Type II barricades for sidewalk closures in accordance with DE MUTCD , and the contract.
Place barricades at the point of full sidewalk closure so the barricades cover the entire width of the sidewalk from edge -of-sidewalk to edge -of-sidewalk.
C.Pedestrian Channelizing Barricade System
1.Construct the barricade with continuous delineation along the designated walkway for use as a
channelization device in accordance with ADA requirements and the requirements of the DE MUTCD. TEMPORARY BARRICADES SECTION 813
455 2. Assemble the barricade in accordance with manufacturer’s recommendations.
3.Provide continuous upper and lower rails for hand or cane trailing.
a.Install upper rail of barricade a minimum 36 -inches above the ground, measured from
the ground to the top of the upper rail.
b.Install lower rail of the barricade a minimum of 1 1/2 -inch above the ground, measured
from the ground to the bottom of the lower rail.
4.No portion of the barrier structure or supports may extend into the walkway more than 3/4 -inch
further than the common plane formed by the upper and lower rails.
5.Ensure that barricade joints are smooth and snag -resistant to accommodate safe hand trailing.
6.Provide accommodations for attachment of audible information devices.
7.Pedestrian channelizing barricades cannot be used as road closure barricades or provide positive
protection between the temporary walkway and vehicular traffic.
8.Remove pedestrian channelizing when it is no longer needed.
813.4Method of Measurement.
A.The Department will measure the length of Type II and Type III temporary barricades along the top
rail in linear feet every calendar day the barricades are in place and facing traffic.
B.The Department will measure the quantity of pedestrian channelizing barricade system in linear
feet per day.
813.5Basis of Payment.
A.The Department will pay the accepted quantities of Type II and Type III temporary barricades at
the contract unit price per linear foot for every calendar day the barricades are in place and facing traffic. Price and payment constitute full compensation for providing and placing barricades, ballast material, and barricade removal.
B.The Department will pay the accepted quantities of Type II temporary barricades at the contract
unit price per linear foot for every calendar day the barricades are in place and facing pedestrian traffic. Price and payment constitute full compensation f or providing and placing barricades, ballast material, and barricade removal.
C.The Department will pay for pedestrian channelizing barricade system at the contract unit price
per linear foot per day . Price and payment constitute full compensation for :
1.Providing certification ; and
2.providing, placing , maintaining, and relocating barricades as required.
D.The Department will pay for barricade maintenance and relocation in accordance with Section
801.
E.The Department will pay for signs mounted on barricades in accordance with Section 810.

818.1Description.
This work consists of fabricating and providing sign panel overlays and new sign panels.
818.2Materials.
A.Retroflective Sign Sheeting.
1.Wide angle, prismatic, retroreflective sheeting meeting the properties of ASTM D4956 Type IV,
Type IX, or Type XI sheeting .
2.Prismatic lens elements with a distinctive interlocking pattern visible from the face of a smooth
surface.
3.Pre-coated adhesive protected by an easily removable liner.
B.Aluminum Sign Panels.
1.Aluminum sheet type in accordance with ASTM designation B209 (alloy 6061 -T6 or 5052 -H38).
2.Stringers or horizontal structural sign supporting members and vertical connections of 6061 -T6
or 6062 -T6 ASTM B221 aluminum alloy.
3.Reflectorized sign panels.
4.Sign Hardware.
a.Stainless or galvanized steel.
b.2024 -T4 aluminum alloy ASTM B211 or ASTM B221.
c.Hardware for attachment to overhead members:
i.Type 304 passivated stainless steel.
